Broken interoperability in richtext email ?

Excerpt from one of the mailing-lists at nvudev.org :
I noticed recently from someone emailing me, that Outlook uses Word as it's HTML environment. Groupwise can't read HTML produced in Word (via Outlook) and Thunderbird struggles too!
Can someone confirm both assertions please (first that Outlook uses Word's engine, second that TB chokes on its HTML) ?

I looked briefly at Outlook 2003 (installed on my PC because it came with Microsoft Office). I don't think I have ever started Outlook on this computer before today. The default settings seems to be HTML for message format and "Use Microsoft Office Word 2003 to edit e-mail messages." On the other hand, I have been using TBird for about 2 years now and have rarely seen any problems in reading email sent from Outlook by other people....
