For the love of God, _please_ make them locked by default. The no.1 problem with MS Office is people who have accidently dragged their toolbars in all manner of magical places.
I disagree with Kroc. It's an extension. If you install it you probably want to move your toolbars. Have them locked by default would make the impression of a non-functional extension.

I think Kroc Camen is right. But movable and aggregable toolbars in personalize mode would be realy great !
