Oh, come on, how can anyone fall into such a trap? It's a major hoax...
Sound like a big big really big hoax ; the official coat of arms of the French Republic is not that one, the Ministry of Foreign Affairs is not mentioned under the coat of arms. There is also no reason why the Consulate would be involved in such a discussion, that’s a matter only the Ambassy would discuss ; the Consulate is here to deal with visas, passports and administrative papers, not to organize a presidential visit.

Just in case you did not see it, the address of the french consulate is "rue des blaguer 74139 Paris". Paris is 75 not 74 and "blaguer" is an incorrect orthograph of "blagueur", i.e. prankster...
